C'est difficile à expliquer en français. Première chose à remarquer : il ne s'agit pas du 还是 interrogatif "ou bien ?"
Il faut plutôt le comprendre comme "encore / surtout" : 还是... c'est encore / c'est surtout. Le 还 renforce un peu la phrase 我印象最深的是和我一起合租的那个人。
